Add shared DPL4 enumeration of category members with explicit sorting, namespaces and redirect handling

<noinclude>Enumerates actual direct category members with DynamicPageList4. Usage: <code><nowiki>{{Category list|Category name|mode=inline}}</nowiki></code>. The default is an unordered article list. Set <code>namespace=14</code> for category links. Lists sort by title ascending, exclude redirects, retain the current page, and return up to 500 results. Subcategories are not traversed.
